Notchy Steering

My 2013 GS AWD 84,000miles has always had NS. I've been jerked around by the Dealer from the beginning. At 44k they said it was the alignment and again at 59k. I foolishly went along with their games. Via recent email the Dealer tells me that a replacement rack is the exact same item that is original to the car. The car is great around town but I will not take it on a road trip.
This is what always occurs on a trip: At 60 plus for an hour or more steering is good, then it goes notchy. If I stop for gas or lunch and get back on the road steering is good for almost an hour again before notchy starting again. This will continue on and off from NY to FLA.
Its not about the money at this point, but I don't want to buy into the same problem.
Can anyone explain this phenomena?
