Default Stains on instrument cluster plastic cover

Hi,
I don't know how the hell this is possible, but I have a bunch of stains on the INSIDE of the plastic lens covering my speedometer gauges. I assumed they were on the outside, but tried everything to get them out and nothing works. It looks like a super hard sneeze or a coke can exploded, neither of which happened.

I am super meticulous and this drives me nuts. I see a new plastic cover is only around $40. Does anyone know how bad is it to take apart that area and replace with a new cover?
