Thats the super rare to which some would say, the "Unicorn🦄"option. Its called the "MSBP" or Mini Snow Blower Port, chills the intake manifold so your window motors dont get hot 🔥. Not sure what it is actually.

That stuff looks like filling/stuffing or insulation possibly from inside the car. Could mice have inhabited the interior of the car and dug that stuff out of seats and carried it through the HVAC ductwork to deposit it beyond the cowl?
Does any of that stuff blow out of the vents when the HVAC blower is On?

stuffing or insulation material that a filthy rodent used to make a nest. you need to remove it, spray down the engine bay with a simple green mixture, heavy with the simple green to wash away the **** drag marks that a rodent like a rat used to mark their turf. if you park your car in your garage where this happened you gonna have to put out some poison to eradicate the damn thing. if you have old school ethylene glycol, and i mean the good o'stuff that's sweet it be a good poison to slowly poison the rodent with. just be careful with dogs if you have one as they like to drink that stuff along with stupid kids that like eating lead paint chips.

I had a field mouse crawl into the cabin filter of my old Camry and die, shortly after parking in a field while visiting a corn maze with my family several years ago. I had terrible smell in the car and traced it to the cabin filter. I don't really know what that material is, but from the look of it and my experience, I'd take a look at the cabin filter if it was my car. It's also possible that the material could be from an outside source. Good luck.
