Front license plate braket.....installed from factory?

unfortunately, yes - that's the only thing holding the bracket up (it is not stuck on using double sided tape)
Aren't the screws visible on the bracket (when you look at it from the outside)?

Yes, you will see holes.

I got mine already with the holder. they said i need it but i told them i was going to make a holder using the tow hitch. I complain to them and they will fix the holes and repaint the bumper

either ways i cant remove the front number-plate, i would get a ticket for that

Default Bumper Plugs

There's a company that makes high quality bumper plugs, with a URL of the same name, that may provide a solution to holes that have already been drilled.

Even in California, I choose the option of not having it installed. I have had several cars with no front license plate and never got a fixit ticket.. (knock on wood). I won't on my new GS either.
Though some dealership have started putting the plates on. Some don't. Pay to shop around or specifically ask (if you are ordering the car), not to have it installed if you wish that.

I just told my Internet Sales Manager to not install them when the car arrived at the dealership.

Unhappy

Living in New Jersey, we're required to have 2 plates. When I picked up my GS, the from bracket was not installed. I'm sure it'll be installed when my plates come in though.
