Default MPG in the city

My 2013 GS 350 has been getting about 14.5 mpg in the city in Eco mode and I've been very soft on the pedal. Is this normal especially since it's estimated at 19 mpg in the city?

Depends on the type of traffic you encounter in the city. If you are in stop and go traffic a lot of the time, sure - 14.5mpg is possible.

For me, city driving gets me about 18-20mpg

On my first tank, in town, I am getting 24.5 MPG, with very conservative driving.

Really depends on what the epa means by city driving. For major cities with stop and go traffic, 14.5 mpg is about right. I have been averaging in suburban to rural driving about 22 mpg.

about 20 mpg in mixed driving for me.

22 mpg average for me in ECO mode with a light foot.

I also live in CA and I really think the hills have a lot to do with getting worse mileage. One would think that the benefit of going downhill would equalize the disadvantage of going up, but the frequent non-sycronized traffic lights really kills that benefit in my opinion, especially in Orange County anyway.
