Are your maintenance reminders populated?
Are the maintenance reminders automatically populated from the factory or are they to be entered by someone before taking delivery? It appears as though my maintenance reminder area found in the vehicle settings is blank.

The fields were blank on mine and the salesman set the oil change reminder on mine when he was showing me the navigation system.

meaning you can see the icons but they're faded and you can't click on them? or do you mean a completely blank screen?

You have to populate them yourself. Both Lexus dealers I've worked for required that to be done on EVERY Lexus when doing the PDI on the vehicle before it even goes on the lot. Usually Oil Change, Filter Change and Tire Rotations (unless staggered like the IS 2WD models).
The oil change reminder in the combination meter comes set from the factory. Because of this some folks don't use the reminders in the NAV. Choice is yours.
