Outside of the big cities, maintenance on different kinds of roads is subbed out to various contractors. THEY are responsible for compensating folks who sustain damage due to potholes, etc. Can be like pulling teeth to get some of them to act. Others write the check while you wait. Luck of the draw...

Pretty sure I would use my tire warranty before I used the city.

As you should know by now, it's a bit more than a tire. Try a tire, a wheel, an alignment, and possibly control arms, struts, shocks, springs, and whatever else is down there. Tires can be the least of your worries...
