My GS has PCS and yeah it does stop your car, its kinda annoying though

There is a button for it. Under the front console above your feet. AFS and PCS have on/off buttons there.

I don't have the "PCS OFF" light lit, so that should mean it's on, right? I'll try turning off and on to see if that changes things.

I don't have PCS on my GS, but had it on my RX and have it on my Highlander. My experience is the same as yours. I've never had it kick in. I don't think I've ever been close enough to another car to need it/activate it.

PCS works by calculating closure speed and proximity. For instance, pcs doesn't alarm when parking your car even though you're very close to some objects. PCS doesn't alarm at 75 mph when someone gets inside the adaptive cruise radar chosen distance. But if your near imminent collision is recognizable by the car and you're doing nothing to avoid or stop it, the alarm and action should go bananas. Mine does.

Correct, and by stating that I haven't been close enough to another car to activate it, this is what I am referring to. I haven't been in a "near imminent collision" and hope to keep it that way.
