You may find that the AUTO High Beam feature may have been dropped by Lexus for some model vehicles without LED headlights.
Below I have added an image out of the owners manual on how to activate the feature.
I leave the Auto High Beam feature activated all the time in conjunction with the automatic headlight feature.
The AUTO High Beam headlights feature will engage the high beams only at speeds above 21 mph and disengage the high beams when retarding to a speed less than 17 mph.
And, yes it automatically reverts back to regular headlights in oncoming traffic with their lights on, or if street lighting is adequate. Works wonderfully!

I’ve found they generally work well most of the time. The issue with having this feature activated on the GS is you can’t double flash. Our IS doesn’t have the same limitation. As a result, I use this feature on the GS when driving in less populated areas - works great!

Maybe you are experiencing oncoming traffic that is down in a valley or up a hill where their headlights are not directed toward you and cannot be assessed by your car's sensor.

@bclexus My owner's manual, and the copy available on the Lexus owner's site https://www.lexus.com/My-Lexus/resou...d_guides_promo do not describe the feature. My BSM switch occupies the spot where you have your Automatic High Beam switch. Was your car purchased in the US?
My wife's Genesis G90 has the Automatic High Beam feature and it works well, but it has been fooled by bright overhead lights.
While I was looking for the Auto High Beam switch on my GS, I discovered the Automatic Parking Brake switch and manual override. So there's my new "discovered feature". I had thought the parking brake was completely automatic and usable only in "PARK". I might have to play with it now while moving

Yes, my 2018 GS 450h was originally delivered to a Lexus dealership in Nevada. Where was your GS originally delivered - U.S. or was it Canada?

My 2015 GS350 is an F Sport, and the "GS350" manual describes various features like the HUD with an asterisk. There is also the disclaimer "Please note that this manual applies to all models and explains all equipment, including options. Therefore, you may find some explanations for equipment not installed on your vehicle." In this case there is no mention at all of an "automatic high beam" (I searched the PDF).
I bought the car as a CPO in 2018. The first record on the car's service history is from April 2015 with 14 miles:
SERVICE: PRE-DELIVERY SERVICE FOR USA ALL ALTITUDES
DESCRIPTION: ~|~PRE-DELIVERY SERVICE FOR USA ALL ALTITUDES ~|~PDI ~|~14 PDS INSPECTION COMPLETED.
So it seems to be a US car which lines up with both the printed and online owner's manuals. I suspect the feature set was different for your year and model. I am usually good about dimming my lights for oncoming vehicles, but if we meet on a dark road and I forget, blame Lexus

@mylehigh1 - I think the answer is - Lexus removed the Auto High Beam feature at some time point from models with the Bi-Xenon headlights and the feature became available only for models with LED headlights.
Having experienced the Bi-Xenon headlights on a previous GS 350 before the GS 450h, the LED headlights are extraordinarily better by a factor of a gazillion.
