Sure a Lexus CPO advertised price is negotiable! I'd say around 10%, maybe a bit more or a bit less...depending. If you see a CPO car priced at [say] $39,000 you could probably buy the car for $35,000, especially if the dealer has a number of similar cars (same model, same year, similar mileage, same color or less popular color) on-hand.

Yes, they are. Check the Carfax to see how long the car has been on the lot. That can help you figure out how desperate they are to move the car off their books.
My car was 61k when new and priced at 52k CPO (a year ago). Price dropped to 44k after they couldn't move it off their lot for almost 6 months. I was able to get another 2k off by continuing to say I could not make 44k work. They tried to remove CPO to bring the price down but I said that was an absolute deal breaker for me.

It varies by dealers. Some dealers post almost final numbers on their websites. I experienced that this weekend when looking for an ES350 for mom. Internet price was $34K after they marked it down $2K. Went in and they said they'll take a thousand off since I was returning customer. So it was a total savings of $3K. I agree with the statement that the longer the car sits on the lot, the bigger the discount.
Ended up getting a new ES350 for her since it was only about $4K more and she can enjoy having a brand new car again.

If the car is newly listed and has not been previously reduced, you can definitely drop it by atleast 3K. Maybe more if they are really desperate, however they are not too desperate on a Certified Lexus, its going to sell itself.
