Most any brake system can quickly and easily slow or stop a wheel from rotating. Big brake surfaces and specialized brake pads are only needed when the brakes are used long, hard and often - over-and-over, time-and-again - like when the car is on a road course race track. The tires are what contacts and grips the road surface.
