Did you replace the steering rack with OEM part or aftermarket part (generic brand)?

I don't think we'll be able to diagnose this over the internet, but do know that the steering is ELECTRIC powered, so power steering comes by means of an electric motor assist rather than hydraulic like most cars. If the rack was replaced, was the motor replaced too? If not--why not? The rack itself should last for many years but the motor or an electrical connection (or relay, solenoid, etc) may not. I don't know if they are an assembly or pieced together separately (motor and rack) but without the electric motor functioning correctly it will not provide power assist. Is this motor connected properly? Does the motor function at all? Have you checked the power steering fuses and/or relay modules?
I would take it back to the shop and complain that you don't have power steering and suspect the rack was not installed properly from the electrical point of view.
