HELP!!! Chirping noise from engine compartment when car is off

Sounds like engine crickets. They're pretty easy to get rid of with engine salamanders.
But then you need to get rid of them. Engine shrews work well.
Engine shrews gnaw on other things, so you'll need some engine weasels.
Now the engine weasels are hearty critters, so getting rid of them will require something special: engine badgers are incredible.
There are plenty of great options for getting rid of the engine badgers, but engine wolves are the best. They're pack animals, so you'll need a few.
Engine wolves need a large supply of engine critters, so they'll follow you to the nearest salvage yard, and there they will return to their natural habitat.

but I live in PA where it was 20 degrees at the time of the video and no insect is going to be in there
called Lexus and service advisor said he has seen this before
so if ANYONE else has a serious answer I would love to hear it

It's likely coming from the A/C system making a segmented decompression 'chirp' sound.
