Does anyone know if it is possible to change this bulb? I tried to access it from the panel in the wheel well, but couldn't seem to find access to it. I believe this orange light is only on when the headlights are on. When DRL's are on, this bulb isn't lit.

Yes I believe it's a 194 bulb.

It's an amber LED diode soldered to the DRL strip. Won't changeable unless open up the headlight.

DRL is also brighter when headlights are not on..

i wonder if you can trick the lights to stay bright while headlights are on.

You shouldn't. It's a significant change in brightness as well as being a scattered light source. You will create a blinding hazard for other night drivers. It's a bit inconsiderate of a mod that you won't even see from behind the wheel.
