Does anyone know if it would be possible to swap out the steering wheel in a 13-15 GS to a 2016 GS steering wheel with all of the normal steering wheel functions?

Totally guessing here but I would assume it's not possible. In our '15 GS, the instrument cluster is controlled with a single "DISP" button on the wheel that cycles through only a few various information screens whereas our '18 GS has a 4 way d-pad switch with enter/select button which is used to switch between a much more complex set of menus. For this reason it's likely that they're not compatible but again, just a guess on my part.

I would have to agree. Though the wheel itself may physically bolt in, the wires and connectors are totally different. You would need to make your own harness, which may be troublesome to do and may not even work. Also would need the new air bag to complete off the project. Overall very costly and risky to do..but still maybe plausible with an endless budget.
