The cable i am using is the Mini VCI TIS J2534, and per my instructions i got from the seller of the cable there is no need to input a dealer ID when setting up the software but i will double check when i get home and using V14.30.023.

There are also several on eBay for around the same price from USA sellers. If you buy on eBay from a China seller you can get it for $14.
Toyota apparently doesn't care people are ripping off copies of their proprietary dealer software. There is no license key required to connect to the cloud to activate the software. Seems like they secretly want anyone who seeks it to get their hands on it for the price of the cable.
I believe the $30 listings have v14 tech-stream software or whatever the latest one is, only necessary if your car is 2018+

I'm using this cable, OBDII365. It's made for Toyota, JLR, and Volvo VIDA (luckily, I own 2 of the 3.) This allows me to write the new TPMS ID via Techstream and all other things that the old MINI-VCI cable can do. I had the $15 cable before but it throws an error when writing the ID to the TPMS computer. I guess there is a new protocol that the older cable does not have.
