I think the braking is within what is considered 'normal' but definitely feels like it lacks stopping power. Let me clarify when I meant bottoming out, it's more of a short pedal travel before reaching maximum brake grab and feels firm overall.
Maybe my car just needs more firmer pedal pressing. I may look into driving another pre-refresh GS to gauge any difference.

One thing to note is that if you're used to, say, German-car brakes then it's common to find the Lexus brake feel to be inadequate or mushy.

Maybe you'll feel better if you take out your car somewhere safe and objectively measure your braking distances? You could compare to reviewer results and have peace of mind (or ammunition if it doesn't come close).

or get stainless steel line it wil make ur brake feels like night and days

Based on this doesn't sound like you have a brake issue

OP, consider thanking the helpful contributors and start a new thread entitled 'What can be done to make my brakes feel more responsive?' I suspect you'll enjoy more success when asking the right question of the right audience.

I was in two rentals this week, and the brakes in both felt ridiculously sensitive compared to my GS.
The first time I stepped on the brake in both, I threw myself into the seat belt.

If I were coming from a car with a similarly sensitive pedal, I might wonder if my GS was normal.

From day one, my non-F-Sport GS (3800 lbs) required much more braking effort than the other cars (3200-3500 lbs) I have been driving even though these other cars had brakes only at most as large as my GS's. I purchased my GS brand new (16 miles on odo) and same with the other cars. My GS came from the factory with some !*^&* tires which I changed with Michelin Pilot Sport A/S 3+. Then the braking improved as the tire grip improved. Because of the weight of this car, the momentum is significant and requires powerful brakes and a lot of effort to bring it to a stop.

This has been my experience in all 3 Lexus I've owned. I wonder if the mushiness of the pedal is related to the luxury feel of the car. Not very luxurious to throw your/passenger's seat belt into lock each time you push the pedal. A mushy pedal allows for more even and smooth braking. Remember, these are luxury cars first and foremost.

In my 2018 GS I've noticed the pedal is very mushy in Eco mode but if traffic in front slows suddenly, the brake pedal is firm and stiff and much more responsive, even though the forward collision warning didn't go off. I've also noticed in Sport S+ mode the pedal travel is much shorter and the pedal feel is much more firm and it responds more quickly. Seems to be adaptive in the newer models which gives the best of both worlds. All in all, I've found the 2-piece setup on the F-Sports to be super impressive. Love the brakes in terms of feel & stopping power.

It's not that hard to manage bitey brakes though so it results in a smooth ride. My 2015 original pads were way more bitey, the replacements have a much softer engagement, although ultimately the stopping power is really the same. I've never found it lacking in any case or requiring any kind of extra effort, etc. The brakes are barely "spongy" at all, at least not compared to my ES330 which brakes great but has much mushier pedal feel.

Yeah it's definitely not inadequate by any means, just more mushy than a lot of other cars out there. I always find myself adjusting to the pedal when I switch to my infiniti or my dad's avalon, as those pedals are much more sensitive

I’m having exactly the same issue as you describe and also I took it to many car workshops and they says everything working just fine!
Please tell me that you reach down to the main problem and you can help me with it.
