So reading through this thread I've gathered the following:
It's programmable without dealer - But a little tedious since the software is ancient and runs on XP.
You can buy it on ebay and bring it to a dealer to program ? - If so has anyone done this and what was your dealer cost? May buy a new one on ebay.

EDIT: Just called 4 local dealers - All saying my VIN doesn't have it / allow it. Guess I'm stuck with programming it

69515-30350 Blank Key

I'll post back when all is well. Going to also purchase Techstream 13 + USB cable from the bay

Yep, that's exactly what you need.

Good luck on that software. Got mine yesterday and have not been able to get it to connect to my car. Using Windows 7 32bit VM. The ebay ad that I bought mine from actually says to use Windows 7.

The dealer can program it, they're just being aholes. Literally takes them 5 minutes to do it.

ha I figured. Is the card I listed above the F one ? I like that one look better. I hope it’ll end up working on my 18 GS.

as for the dealers; I figured lol. I just ordered techstream 13 and USB from eBay. Once I get everything I’ll let you know how it goes. If you need help still in a week let me know

Just ordered my card and blank key off ebay as well. Received my Techstream v13 yesterday so will let you all know how it goes for me also.

Question, for those who purchased the blank key. Where do you plan on getting that cut to your VIN? I know peasodos did it through ebay with a picture of his key but is anyone else doing it through a non-dealer?

you can get a local locksmith to do it. I called one local to me and they said they can do it in 10 minutes for $40. I'm not too worried about the actual key though...I've never once used the key from my other fobs.

sweet. thanks jtrue28. Yea I doubt I'll ever use the actual key either. Just more of peace of mind incase the battery on the key card dies (would require negligence from my part to not replace the battery in time).

Looking forward to getting this working on my car. Thanks to everyone on the thread for being the guinea pigs and confirming what works.

No problem!, if you want, try to find a local car shop that does programming because my friends shop had that system I posted and it worked perfectly. I think its called Autel ?

I got lucky the person who ordered my parts at my local dealer knew what i was trying to do. She offered me the choice to have the key cut to my VIN for like $5-8 more?

nice. Unfortunately I ordered mine blank and I’m gonna have to pay to get it cut. Can any dealer do this?

Here's is a picture of the passenger side fuse box. 12v acc only gives power when car is on. 12v will power all the time. You can tap any of the blank fuse slots.

the techstream from ebay works for new windows too, i would try the key card too but i made an extra key with the ebay techstream few month ago so i dont want so much keys.

Oh what! That's a game changer. Thanks bacon. It's already come in handy a couple of times over the weekend.

If I decide on getting the dash, I'll check out those ACC slots and let you and peasodos know.

Unfortunately, I spent all weekend trying to get that stupid Techstream program to work, to no avail. Drivers installed and PC makes noise when I plug the cable in, plus the little red light is on. However, the MVCI Firmware update program does not even see the damn thing. When I tried to install all of this on an x64 W10 machine, I can't even get that MVCI Firmware program to open.

So glad I just went to the dealership and had them do it. Good luck everyone. Wasted $20 on ebay. #FML

So after trying all the other keys I finally got one to got HYQ14CBA. It's the only key that works. programing with techstream was easy, two beeps confirmed it was working.
