Nobody cares about your tire width or regulating it once it leaves the factory. It's double sided taped on, that's when you take the thing off, but adding it after the fact is what some would consider RICE.

is there anything under/below the fender that makes contact with that fender inner lip? reason I'm asking is just to see how this would work if your fenders are rolled. thanks in advance.

Yeah they do! it is one of the items on road worthiness certificate requirement on numerous countries. You have to remember, they do sell the GS in other countries, people have bought it, drive it, and join this forum to share experience.
