Fog Light Installation Help
I would like to install a pair of fog lights on my 2013 GS 350 F-sport. I have a questions that I was hoping that you all would be able to help me answer. I've labeled a picture of a harness with a few questions:
Your help would be greatly appreciated. Thanks!

Can you post pictures or a link to what fog lights you bought?
It is not normal for aftermarket fog lights to come with such a harness

Just looking at it, here's the simple explanation:
White wire – goes to switch to turn on the lights. This is long because it is run through the firewall into the cabin and plugs into your (hopefully supplied) switch.
Red wire with fuse – Goes to positive side of battery.
BOTH black wires – go to ground. They can be the same grounding bolt if it makes sense.
Black Box – This is your switch relay. Mount it securely under the hood near the battery with the wires facing down (I'm not sure anyone would mount it wires up, but I'm just covering my bases)
The blue and black wires in the white loom go to the lights themselves. The black plugs into the negative post, and the blue into positive. Without seeing the lights themselves, I would simply plug and play to see what works.
At the same time, and I don't mean to sound harsh or condescending, if these basic wires confuse you, it's probably not in your (or your car's) best interest to install these yourself. Again, I say that coming from a place of love.

This looks like the typical wiring harnesses for fogs that hook up to the battery and a non oem switch, i have this for my morimoto xb fogs as well.
here's a diy that gives you an idea where to mount and how to run it.
