Thanks for your input guys.

chinee, are these stock/OEM pads and rotors?

MGs350, the thing that really stands out is that there was same year GS350 next to it with zero rust on the rotor. I suspect that the rotors are not stock on this one. When checking carfax it does not say that Lexus ever replaced them. Leaser could just take it to a cheap shop to save some money. (Link to carfax)

I would just get the dealership to replace all pads and rotors. I'm sure they will do it.

Stock, original, OEM... only had about 15K miles on them at the time.
