It's pretty much a RFID tag. Some Lexus' service drive centers will have the reader poking down their service lane to read the tag. Basically used to identify service appointment, client's name, etc, when the vehicle enters a lane. Sometimes it can be used to notify your sales consultant if you stop by for service, at least for the several dealerships where I have set it up the system.
If the service advisor or tech sees the tag peeling, they'll replace it, at least here at the dealership group I worked for.
