I have a 2013 gs350 and even when the ac is off and the temp could be on the mid 70s and it will still be extremely cold is this just a Lexus thing or should I be concerned?

I have noticed the same with honda/acuras as well. Have you tried turning ac on and changing temp to say 77 or 79 and turning off. If I turn off AC or heater I still feel cold or hot respectively but without it actually blowing it as the fan is off. It’s more like a passive hot or cold air. Try my suggestion and see if that solves your problem.

Is the engine taking a long time to come up to temperature? Could be a failed radiator thermostat.

In full auto mode, Lexus gives you warm air as soon as it can, so if you're not getting it, something is wrong either with the source of the warmth or the flow of the air.
