Default F-Sport Wheel Finish Discoloration

I have what appears to be spots and runs on all four of my wheels. I have not yet attempted any polish or compound to remove as some areas have what appears to be acid rain spots. They don't appear to be resprayed as I haven't had any flaking or any other issues with them. I can understand the acid rain spot but I just don't understand the areas that look like 'runs' unless they were repainted.
Wondering if anyone has had similar issues and what you've done / used to fix besides repainting ? If repainting is necessary, what's a ballpark nowadays that shops are charging ?

Maybe someone used brake cleaner or wheel cleaner on it. The paint on those wheels is a bit too soft and I think they changed it the for the newer style wheels.

My old 2014 FSport wheel was peeling on one of the spokes and dealer had to refinish it last time.

It's discoloration from someone using an acid-based wheel cleaner on a hot wheel to clean it.

That could also just be from not reg cleaning and the brake dust damaged the finish.

That paint is permanently damaged, can't buff it out, you have to get it refinished. Exactly what @Blkexcoupe said.

It's likely from chemical burn. Your only choice is to have it refinished.
