I'm trying to find an outer rear headrest (in chateau / tan). They appear to be sold out and quite expensive on Lexus parts websites. I've had no luck finding a used part on eBay.

Is there perhaps a Toyota equivalent part that would be 1) available and 2) cheaper?

Yeah they are really expensive! My driver's side is a bit worn out and when I saw the price, I backed out immediately.

Forget about new, look for new one, or bring it to an upholstery shop to fix.

I just picked up the car used, and one of the outer headrests is missing. No luck finding a used one either.

car-parts.com search for seats and ask about the headrest if you find the color, they don't always have it listed separate. Unless they are parting out the rear seat, going to be hard to buy one by itself. Maybe buy a used lighter color and have upholstry ship redye it to match.
