Removal and Cutting Dash
Does anyone have any suggestions or tips on how to remove the upper panel on our 4gs?
Is it held by clips? Can I just put in a nylon removal tool and pop it off?

Just take out the instrument cluster, get measurements or get someone with hud to trace on wax paper the opening and the nearby speaker grills.
The cut doesn't have to be perfect because the shroud for the HUD will hide it. Just drill a hole and use a wire saw to make the cut.

Try to find the instructions on how to fit the "upper panel" to the dash. The procedure to take out the upper panel will be somewhat of a reverse procedure of how to fit it. At least from the fitting instructions, you will get a pretty good idea on how to take it out.

It doesn't look like [what you are calling] the 'upper panel' is a separate part of the dash. It appears the entire dash must be removed in order to install the HUD unit. I assume a Lexus technician would have to remove the entire dash in order to work on (or replace) the HUD unit. So, it's not impossible to do...it's just a bit scary that you don't scratch something, or break a fastener, or cause something to rattle.
