Rant: Front Bumper Tow Cover

Who the **** steals this? I've owned over 20 cars and typically the only thing stolen is the metal tire covers - but a front bumper tow cover? WTF.
Replacement part: 52129-30907 and it's unpainted. So now I have to order a new one and find someone to paint it. Anyone have any tips or recommendations on where I can get this painted?
Also, if you're the ******* in a black GS350 in San Diego who stole this, go **** yourself. If you're that hard up for one of these, it's less than $10, you don't deserve a luxury vehicle. Go **** yourself, I sincerely hope life hits you with something that will cost you 10x this.

Out of curiousity, what does it take to remove these? What tool is best to avoid damaging the paint. Just wondering in case I ever have to use mine. I'm not planning on stealing any, really.
