I mean, I can setup XP 32bit if required, just don’t want to go through that hassle. I will try with 64bit W10 first. Longo still hasn’t shipped my stuff yet.
As others have stated it works fine on W10 64bit computers, the key is installing the drivers properly. Your instructions may or may not clearly state how to get the drivers working on a 64bit computer. Below are the instructions I used in case you have problems. I would install and run it thru a VM because they are shipping you either a hacked version of Techstream or a key generator. Either way you really don't know what the software may be doing behind the scene to your computer. These are basic instructions you may have to change based on the included software. You probably have a different verison of Techstream which is fine, its all about the drivers.
There is probably more than one way to make it work, I'm just listed the instructions i followed.
Installing MVCI Driver for TOYOTA
This is the step which most people stumble upon as “MVCI Driver for TOYOTA.msi” installer indeed does not work on Windows x64. The workaround is to install it manually, as follows:
Open Command Prompt in Administrator Mode. Navigate to the c:\temp folder and run the following command line:
msiexec /a "C:\temp\MVCI Driver for TOYOTA.msi" /qb TARGETDIR=c:\temp\mvci
This will extract the content of the MSI file to the c:\temp\mvci folder:

Delete the “MVCI Driver for TOYOTA.msi” there and then copy the whole
content of c:\temp\mvci to "C:\Program Files (x86)\XHorse Electronics\MVCI Driver for TOYOTA TIS"
Plug the MINI VCI cable to the USB port.
Open the Device Manager and locate two failing devices in the list. Both will appear with yellow icon (usually under “Other”), indicating that Windows failed to install drivers for them. Now, right click each failing device, select Install Driver, then “Browse my Computer…” and point it for "C:\Program Files (x86)\XHorse Electronics\MVCI Driver for TOYOTA TIS" (enable the “include subfolders” flag). Click “Next” and wait until drivers are installed.
You should now see two new devices: “Universal Serial Bus Controllers\USB Serial Converter” and “Ports (COM & LPT)\USB Serial Port (COM5)”.
Run the FirmwareUpdateTool.exe from the "C:\Program Files (x86)\XHorse Electronics\MVCI Driver for TOYOTA TIS". Click “Device Info”. You should see the “device connected” screen like this:
If you see this, it means your MINI VCI is up and running under Windows x64 and can be used by other programs, such as Techstream.
IMPORTANT: Some people have reported that updating firmware on this “cheap clone” cable may render it dead. So, the Firmware Update Tool should not be used for anything, but checking that the device is connected and working properly.
Now install Techstream software using "Techstream 8.00.034.exe" and then update to 8.10 with "Techstream_Update_V8.10.021.exe". Do not launch it yet.
To activate it, copy the IT3System.ini you extracted before to "C:\Program Files (x86)\Toyota Diagnostics\Techstream\Env".
Alternatively, you may copy two files from the C:\Program Files (x86)\XHorse Electronics\MVCI Driver for TOYOTA TIS\ProgramFilesFolder\Toyota Diagnostics\Techstream\Env" to "C:\Program Files (x86)\Toyota Diagnostics\Techstream\Env", which seem to do the trick as well.
Registry Hack: for Techstream to recognize MINI-VCI under Windows x64, the Registry has to be modified as:
The attached "mvci-x64.zip" contains the *.REG file that has to be imported to the Registry (extract, right click, then Merge)
A trick here is the "Wow6432Node" in key path, which is the location the 32-bit applications running on 64-bit OS get redirected to when accessing Registry. The "PassThruSupport.04.04" seems to be the place Techstream looks into for available VIMs (sub-keys appear in the "VIM Select" menu in Techstream).
Run Techstream. Go to Setup | VIM Select menu and select the “XHorse - MVCI”
Connect MVCI cable to your car’s OBDII interface, turn ignition on, then click “Connect to Vehicle” in Techstream. Wait. Then wait again (by the way, you'll be doing that a lot with this cable [img]file:///C:/Users/Derek/AppData/Local/Temp/msohtmlclip1/01/clip_image004.gif[/img]). If everything works, you will be prompted to confirm car year/model after which you'll get to the diagnostic interface.

Thank you very much YaMomma, Ill follow these instructions to get the driver and also thanks in advance to Peasodos for the tech stream instructions. Hopefully I get the key by Tuesday and can try it then. I also have a service for 50k on Thursday so if all else fails I could see if the service department there can do it. But Im pretty confident Techstream will work.
How does the Techstream program connect to the new key?
You put the key directly in front of the start button to program it. I'm getting my card key(now reset to virgin) will make tutorial. When you launch the utility to program the key if tells you the step by step instructions including picture.
For anyone getting this it's a good idea to change your battery. The Ebay seller reset to virgin, but informed me my battery is dead. Apparently a working battery is not required to reset a key. I went to target and home depot both places dont have the battery, it's an uncommon size, so I ordered it on Amazon.
Thanks man. I ordered a new one from Longo Lexus...so hopefully the battery is already new. I'm supposed to get my key tomorrow. The Techstream stuff from ebay is being held up in Chicago at the post office. Weirdest thing I've ever seen...
1. Connect cable from USB on your computer to OBDII port under the dash on the drivers side.
2. Put the ignition into the "ON" position(click start button twice without stepping on the brake pedal).
3. Launch techstream on your laptop.
4. Click "Connect to Vehicle"
5. Techstream will load your vehicle information including VIN if successful. You might have to select a option from the drop down tab that says: "< Select >". In my case it's Radar Cruise Control or Other. I select Other since I don't have radar cruise control. Then click "Next".
6. Double click "Smart Access"
7. Select "Utility" from the buttons on the left.
8. Select "Smart Code Registration" to add a new key.
Select "Smart Code Erasure" instead if you want to erase all outstanding keys and register the keys you have in-hand. This will erase any keys you don't have from a previous owner.
9. Then you follow the on screen prompts. It includes pictures and instructions. Essentially what you do is click a button, put a registered key directly in front of the engine start button, it will beep. Then put that key away from the car and put the new key directly in front of the start button and it will beep when it's successful. That it, super easy.
well... got techstream from ebay... installed on my old windows xp laptop.. got it to read info from my car - but the smart access menu didnt have the "Utility" on the left hand side... maybe i got a cracked demo version that doesnt include all of the features perhaps? it was version 13 of techstream.

Give me a screenshot of the main screen after techstream connects to the car.
version 13 might be different(I have version 10), check main body ecu, anything that says smart access or remote from the main menu, then click utility.

Is the car in the on position? Click start button twice without stepping on the brake. If you started the engine beforetechstream the utilities will not show.
