Hi all! Been a long time lurker and trying to find a GS-F for even longer time!
There's a '16 Black on Black with 43k miles for $39k, and a '17 with 42k miles for $44k, both in Texas, both had skipped maintenance per Carfax, anything I need to worry about? The '16 doesn't even look clean so I had assume the previous owner probably didn't care too much. Both had seen huge price drops, COVID effect?

Start an account at Lexus Drivers. Insert the VIN # on that site and you can see the vehicle maintenance that was performed by the Lexus dealerships. CarFax sometimes doesn't have that data.

Check that and get back to us.

Thank you so much and I never knew it, just did here is the summary:
1. Skipped 5k, 15k services
Delayed 20K services, then sold as CPO at 29k miles. Seems there were a fair amount of paint and then detailing done. Also removed ding and replaced windshield
40K service not done yet

2. Skipped 5k service,
Delayed 15k service(10k miles apart from the 5k service),
Combined (?) 20k and 25k service at 28k miles (I guess 25k required bit extra items like air filter etc?)
30K done at 38k, no 35k documented.
Delayed 40k

I guess skip both cars?

I probably would. Maintenance service is very important for a high performance car. Why would a caring owner skip?
just my opinion.

I'd use it as a bargaining tool. These cars are far from fragile, we're not talking Ferrari or Maserati here. Service records on my cars are non-existent because I do it all myself with one exception, I have used oil analysis for the entire life of both of my Lexus cars. The rest of what they need is pretty trivial. Failing to replace air filters on time, or delaying replacing them is a zero issue thing unless they're so clogged the engine won't run or the HVAC blower motor burns out. Neither of these are likely even at 40k miles with zero service. The transmission and differential have no associated maintenance according to Lexus, and spark plugs aren't due until 60k miles. Coolant is due for first change at 100k miles. Seriously, maintaining these cars isn't hard at all.

My IS F has gone as far as 14k miles on an oil change with zero oil failure issues, and now that I'm running Renewable Lubricants oil, I am seeing the best used oil results I have ever seen. Sure it's not factory recommended, but if you can CPO the car, why worry? Lexus is taking all the risk, not you. Since neither of your options is over 50k miles, the only other thing to look at is brake wear (both pads and rotors) because there is so little actual maintenance required to maintain these cars.

Part of me want to think this way too.. Plus it's one of the big reasons people are buying GS F vs Germans, at least for me.
But on the other hand, the lack of services seems to reflect the ownership attitude and potentially leading to unknown problems. Let's say if one of your cars are for sale I have no problem at all buying it as I know you know your stuff and take good care of them.

Just because service doesn't show as being done at the dealers, doesn't mean it hasn't been done I service my vehicles myself

And keep the records to prove it.

Price is good for the miles on the 16.
How are tires, brakes/rotors?

I paid $49,700 for my 2017 in Charlotte last month. 10,380 miles. I am the 3rd owner. I think they can do better on the price if you ask me. Mine also had full service history on Lexus Drivers and is a CPO car. I went ahead and got the extended warranty since it was only $2000.00, which extends it for 6 years and unlimited miles. Since it's CPO, it includes maintenance for the first 20K miles as well. The dealership you are looking at is asking $5000 less for a car with 32K more miles on it.

Wow that's really a great price!
And the car is not CPO'd also less the costs of 2 maintenances.

I think I saw both front and back rotors have been replaced, not sure about the tire but I will double check those for sure.
The dealer seems to be pretty eager to move the car, a $2000 price drop just yesterday.

That's good. That means they'll probably drop it more. Mine dropped from $57K to $49K in one day. I made the offer that day, which was basically asking price since they dropped it so much.

I'd go in about $4K less and see what they come back with.

Outside of some of the guys that got theirs brand new for mid 60's back in the day - I think you got the best deal I've ever seen.

Low miles, certified, clean. Glad it worked out for you!
