Not sure if its a new thing that my car developed or I just didn't notice it before. Now, when I start the car the Maintenance required light starts flashing and does it for about for 10-15 seconds, then goes off. Is it normal?

It is normal. It usually starts flashing 500 miles before your due for oil change. When it stays on constantly, change oil.
