I need to mount a plate on front bumper and there are dimples for 2 holes. Do I just use self tapping screws here as I've read you don't need a mounting frame?

You can use a few washers if you'd want license plate to scratch the bumper.

Yeah, you can use self tapping screws or you can drill a hole with a bit that is half the size of the screw. I just used a universal license plate mount since there is no special one. You can pick one up at autozone for a few bucks. Keeps the plate perpendicular to the pavement and not on a slant that follows the bumper. The one i picked up looks really good on the truck, doesnt look cheap or jerry rigged.

I used dense (non water absorbent) self stick rubber weather stripping on the back, about a 1/4 inch thick on the back of the plate. More on the bottom than the top, so the plate is vertical. I didn't want the plate, vibrating against the paint in the front or the rear. I didn't run a strip, all the way across the bottom. I ran vertical pieces as not to hold water behind the plate. Bought solid stainless steel, self tapping screws (no rusting ever). They sell them at auto supply stores, that take a special allen wrench on the face of the screw, to slow down thieves stealing the plate.
