Default 2003 gx 470

I am trying to help my neighbor with new keys. I cut and programmed a new remote head key and am having a problem programming the remote portion. The locks will not cycle 5 times. They all get sluggish on cycle 2 and quit working at all by the 5th attempt to cycle (like not having enough power to cycle). I had him trickle charge his battery over night, only to get the same results even with my jump pack hooked-up. Oops, it's a 2000

SInce they DO cycle, I would say either he has a weak and dying battery, but I think that would show signs elsewhere too? If its a battery that's a few years old I would first attempt a new Battery first.

His battery is in great condition. With the jump box on it I get 13.42 volts thru the obd2 port, no voltage drop while attempting to cycle locks.
