Black rod coming out of inside RF seat track?

Sorry, this is the GX forum.
I would check eBay - you can find entire seat frames for $200-300. You would need to transfer over everything else - foam pads, seat covers, plastic trim, wiring, sensors, as they're just the metal parts.
Not sure if Lexus uses hog-rings to hold the leather to the frame, but if they do - you will also need a hog-ring pliers.

FIXED MY BLACK RODS.
First off it defiantly happened because of previous owner spilling some liquid down the passenger seat and the it gummed up in the track.
1. Take the seat out of the car in the most forward to the dash position (and clean up the mess). 4 - 14mm bolts.
2. Tilt the seat forward and spray some WD40 or some sort of lube down the two rods and move them around to get it to travel towards the front.
3. Reinstall the seat.
4. Grab hold of the rods to stabilize them and tap them gently to get them all the way toward the front of the rail towards the dash. If you hold them close to the ends your hitting the will not break.
5. Now that they are all the way to the front and the seat is to the front, (get some help it goes much faster) move the seat back an inch at a time and tap the 2 rods flush each time as they will stick out. Continue this till the seat is all the way back.
6. When all the way back move the seat forward an inch or so and then back. You will see the rod(s) move back again (only one of mine moved the other fixed itself) CLIP the very end or 1/2" of the rod OFF.
7. You should now see that the rod will no longer travel back when the seat travels back.
I lubed the tracks with lithium grease while I was in there. Hope this helps.
