Should I keep looking, or is this a decent deal?
2006. 217k. Fantastic condition inside and out

zero rust. Very rare for my neck of the woods.
secondary air pump just replaced
Air springs replaced 20k ago
70 service records for vehicle with Lexus since new
Due for timing belt and water pump (last done at 125k).

This would actually go for more $$ in its current state, here. So take that with a grain of salt. At the end of the day, it is worth, whatever is worth to you. If it is rare in your neck of the woods, or bring a premium then I would take it. Perhaps barter for the TB job?
Just to give you an example of what they go for here(Where I live) ... A 2008 with about 200k miles, sold for $19,900

If you really like the truck, I'd offer $6000 and pick it up for no more than $6,500.
Trust me, there are not that many people looking to buy a 14-year old car with over 200,000 miles on it for over $5,000. $7,400 seems a bit too stiff. Unless you're a DIY, total Toyota/Lexus fanatic who is looking for a second car for tinkering / offroading / overland build, or a tow vehicle.

I bought a spotless Southern 09 GX with 112k miles with timing belt, water pump, radiator, new battery and impeccable service history for $18k. That's half the mileage of the one you're looking at. You may argue that for $18k you can get two of the ones with 200k miles, plus money left over for new tires, TB/WP, etc., but do you really need two GXs?

Update. Found a nice 05 I'm going to pick up tomorrow. It's 4hrs from me but I put a deposit down to purchase. It's a luxury car lot so I feel better knowing they've kept it in their inventory rather than send it to auction. 2 owner trade in, on a land cruiser. Up to date on maintenance, no rust, new tires and shocks, and new dash. 173k miles and I'm paying 9k. Maybe a bit more than market but due to condition and me not having to do any immediate maintenance, I felt it was worth it.

If you have all maintenance records, that's a huge bonus. I'd still recommend having a mechanic give it an inspection. No substitute for up on a lift, gives you a view of things you'd never otherwise see along with experienced eyes. As you said, you're paying top dollar and wouldn't want any $$$$ surprises. Very nice vehicle though especially the lower mileage. Will you be towing frequently and more than 2000 lb? If so does it include the hookups for electric trailer brakes? Uhaul has been good to me if you need any towing gear. Or ETrailer.com for a good price on hitch to DIY. $151 and $184. Have fun!!
