Loud Noise Near Glove Box

2005 GX470. 165k miles. Audio of noise is attached.
Vehicle has never made this sound before. Sounds like an air compressor. Noise usually happens when the engine is started, then it will happen randomly. Had brake pads and brake rotors replaced, and a front right wheel bearing replaced, and valve cover gasket replaced, a couple of weeks ago. Noise started a few days after that. Could be unrelated.
Any ideas? So far, I can't hear this noise outside the cabin, only audible while inside the cabin.

Two guesses - first is the secondary air injection pump. It's a smog reducing system that runs for 30 seconds or so right after startup. There are two things that commonly go bad with it - the motor burns out, or the filter foam decays and falls apart & blocks the valves. Probably the latter in your case.
Since you are in Louisiana (not subject to California-style emissions laws) your best option would be to replace the system with a blocking plate (do a search here). If you want to keep it then you'll have to see what went wrong and order parts. Any Toyota specialist can do this, it doesn't have to be the Lexus dealer, as the same system is on the Tundra, Sequoia, etc. that also had the 4.7 liter V8.
Second guess is a blend door motor in the A/C system. Just order a replacement, and find someone with small hands that can reach up under the dash.

Okay. I'll double check how the A/C is functioning tomorrow, but the noise still happened when the A/C system was off, so that would rule out the blend door motor, right?

I know it may sound a bit weird but a shot in the dark. Are you're passengers vents closed when your A/C is on?
Happen to me in my Tundra and it was just the vent closed.
