At that price I would expect zero rust. And definitive evidence of the timing belt service being done (paperwork, and tool-marks on the bolts).
Know that you will likely be replacing the radiator soon, as that's about the age they start leaking.
I think the price is high, but today's market is crazy, so .. maybe?

3 months ago, i purchased an '08 with 149k miles on it after looking for 6 months. Carfax showed 1 owner and all maintenance performed except the timing belt. I thought the price was high at $19K. I had my mechanic go over this car after having him go over 2 previous 470's that he told me to walk away from. His comments and statements to me on this vehicle, were:
1. no rust anywhere,
2. Body, motor, drive train, brakes, tires, and interior are all in good shape.
3.this vehicle is a tank, if something breaks fix it, It is good for at least 300k miles.
4. the price may be a little high, but dont let this car get away over haggling on price. If I dont buy it, he is interested in buying for himself.
I was able to use the timing belt as a negotiating point and got them down to $18K. My mechanic charged me $1300 to replace the timing belt and water pump so I have a little over $19K in it and could not be happier with the vehicle. My only complaint is the outdated GPS maps.

In SoCal, a 2008 with those miles I would assume would go for over $22K easily. I have a 2008 with 198K, originally sold and kept in SoCal it's entire life (no rust at all), second owner. It has some scratches and general age for how old it is (headlights not perfect, etc.) and I was stopped by someone in the parking lot after coming out of a grocery store asking if I wanted to sell it and they offered $19k. I was also asked by someone at my kids school if I wanted to sell it and one of my neighbors asked me if I wanted to sell it.
It is stock, not lifted or anything. Makes me feel like these are becoming very hard to find in decent shape or not overland modified already.

that’s for the info … sounds like it’s a good deal then … I reached out to crutchfield clan on YouTube and he also thinks it’s a guy buy. Yeah back before covid the prices were probably amazing … I saw a 2005 recently with 112k miles and they want $22k

Prices for these have gotten obscenely high in the past few months/year.
Like another poster, Got offered $23k for a 2009 with 88k by a guy walking out from the grocery store. We said no as money aside, we just really like it. I kept in contact with the guy and he spent $30k on a 2014 4Runner with similar miles.
we bought it going about a year and a half ago with 83k for $16k at the Lexus dealer, one owner with only dealer service history.

I would pass, it's a high price and you will be underwater if you try to get out of it when the maintenance costs kick in!
My 08 with 140,000 on it was under $10,000 several years ago. Think that out! That money should be for a dealer serviced 1 owner with all services on record with a nice frame. Mine was not perfect just 90% solid and the price reflected that. So look into the driveshaft upgrade, radiator, air bag, and Aisin Water pump and Timing belt installation costs before spending that much. The seller just wants to sell, so use your brain and live with the choice.

The car market is crazy right now. Used car prices are up nearly 40% and new cars are hard to find. Compared to the Prices in Vegas, it's a fair deal. I've seen the selling for between$15-20K. The other day I got offered $17.5k for my 08 with 177,000 on it. I turned it down knowing I couldn't replace my one owner, dealer serviced and in great condition GX for that. I would have made a fat profit seeing as I only paid $6000 for it.
