Ya I did put a new fan in and it does spin up, switched out the relay..just wondering what if anything is also regulating the fan in question.

No, that AC cooling fan does not always run and might sometimes never kick on, the vehicle needs to be rather hot for that fan to kick on.

Even when I lived in Texas, I would only hear it during the hottest days and I was in stop and go traffic. If I was moving at all, the fan didn't need to run.
