I had a similar problem on my IS (door handle). I used a penetrating cleaning oil like WD-40 and a high pressure air hose (90 psi) with a nozzle and sprayed and blew multiple times. Eventually, you will notice that you will have a full range of movement. I then lubricated with a light oil. Hope this helps.
I have the same issue with lock trunk door handle sticks. 2012, GX460 ,70K. For temporary solution I push back the handle...
Most likely install a new actuator as I saw many youtube with similar issue?
Quality low for latch rear door suv this should not happen to so many suv owners, bad designed if dust gets in there from regular driving or part fail after few years. Lexus should look into future fix.
2011 GX 460 85k - tailgate door latch is in shut/locked position while door is open - can’t get latch to open to allow door to shut - is this the actuator - there is a click sound when fob is used but nothing moves on latch - any help would be appreciated
While pulling on the handle outside of vehicle are you able to take a screwdriver and force the latch open? If not you may need to pull the rear interior panel off for a closer inspection of door interior.

It most likely the actuator has the problem. you may have to take the panel off to further verify the problem. At least the door is in open position be able to do so.
Thanks for your help - I removed the back panel and after concentrating on the cable between handle and latch/catch in the door to no positive outcome I try pushing in on the electrical connection where the sound comes from above the latch when you hit unlock on the fob - and it works now - I really question if that is a long term fix so I leaving the panel off and tools in cargo area till I feel more confident about it - the links you sent for removing panel were a big help -Thanks
