Wheel/tire issue

Ive taken my rig to the dealer on 3 different occasions to remedy a 60-65 steering shimmy. They keep trying to get the road force values down but they remain higher then average. One tire was replaced and during my last visit they were able to balance and rotate which reduced the shimmy to a minimum. Well, I just cane back from my regular service appt and of course they rotated the tires. The shimmy came back. They then attempted to rebalance them (Road Force) and told me all was good. After a short drive, however, the shimmy is back. It is so annoying. What is going on with this truck? Why is it so sensitive?

I have Similar issue. Dealer roadforce balanced all 4 new defenders ltx, 2 front ones are below 9 while 2 rear ones are mid 20s, Rode much better. I just rotated the tires and now I can feel the shimmy.
I increased the tires to 265/65 so it does tend to lean too much.

so what’s the culprit? Why is it so hard to road force tires on this truck? It can’t be the tires because it happens across brands. Also Michelin are supposed to be one of the most round tires out there.
