Firmware version 1.4.1 is 32-bit. This is what I have and it works fine with Windows XP - much easier to install compare to 64-bit OS
Firmware 2.0.4 is 64-bit and can do live data streaming like Acrad mentioned.

I didn't get success with live data until I got this 2.0.4 cable with this K-Line support. Perhaps I had a bad cable but it was the only thing that didn't work when I got a 1.x cable.

The error I'm getting for Engine and ECT live data is in the attached image: Fatal Error Error Code: 0xC0040001

IIRC... I think that is what I saw. I would tell them you were sent the wrong cable.

I've got the mini VCI and then when the creator (XHORSE if I remember correctly?) of that left for the VXDIAG VCX NANO, I got one of those also (around $100). The NANO will allow the main ECU editing also, but through an on-line computer link (and more $) to use the actual Tech SW. Besides the on-line main ECU programming and size, I didn't see any difference between the two.
My 32 bit version mini VCI used with XP did live data streaming. Needed to use either version 11 or 12 something. There's a cable check that has green and red bars, as long as you get the correct ones you get the live streaming.

Tips and tricks with TechStream?
Just installed TechStream so I could program a couple of new keys for my rig. (BTY, worked great, 2 key fobs programmed first time, first try.)
So my question is: are there any tips or tricks that TechStream can do for a GX 460?
Maybe fold mirrors when shutting off ignition? Or anything else?
FYI, mine is a 2013 Premium, in case any of the tips or tricks are specific to year or trim level.

The folding mirror feature isn't available via TS, it's the aftermarket ODB add on. You can use TS to turn off the steering wheel telescoping when exiting/entering the car, turn off seat belt chime and program the doors to be rolled down via the remote and a bunch of other stuffs.

I have the ODB module that folds the mirrors as well as roll the windows down.
I believe with Lexus remote, you can open with the fob but you can only close them by inserting the key and turn and hold. The ODB module does both via remote but it will roll the windows up and either tilt or open the sunroof (set this via TS) but it won't close it. It only rolls up the windows.
