is it safe to assume tensioner bolts #1 #2 are 12ft lbs torgue ?

Is it safe to assume tensioner #1 #2 bolts on the diagram are 12ft lbs of torque ?

At 130k I would replace them regardless of their condition.

Yes, cheap and easy while you're in there. Make sure you do the upper and lower hoses along with new OEM clamps too. Don't forget the fan clutch either.
