what is the black tube for?

for air conditioning? it's dripping water or something. its near the front passenger tire

Looks like the evaporator drain tube.

or the liquid supply tube for the headlight washers since it looks like it's coming out of the windshield washer reservoir...

+1 .....I'll have to look at mine. I think that is the line to the headlight washers

Yup, this is the exact plastic L bend and hose I needed to zip tie to the nearby cables to limit its range of movement, so it stopped randomly tapping the frame and nearby plastic and making noise while driving.
