DETROIT (AP) — TOYOTA is recalling nearly 700,000 vehicles in the U.S. because the fuel pumps can fail and cause engines to stall. That can increase the risk of a crash.

The recall covers certain 2018 and 2019 Lexus LS 500, LC 500, RC 350, RC 300, GS 350, IS 300, ES 350, LX 570, GX 460, and RX 350 models. Also included are certain 2018 and 2019 Toyota 4Runner, Camry, Highlander, Land Cruiser, Sequoia, Sienna, Tacoma, and Tundra models. Some 2019 models also are affected including the Avalon and Corolla.

Toyota is still developing repairs. Owners will be notified by mail in mid-March.

Is the fuel pump on the GX in the gas tank ??

Correct. Fuel tank has to be dropped to change it.

Default 2018-2019 Recall ...

Apparently a significant recall is in the works ... 696,000 total 2018-2019 Toyota and Lexus models ... the GX460 is included.

TBD on details other than there is a fuel pump defect that can cause engine hesitation, stalling and a failure to restart. I guess we are in "hurry-up-and-wait" mode until more specifics are released. Given the design, apparently dropping the fuel tank is required to replace the fuel pump. Apparently owners will be informed in mid-March specific to their vehicle.

This is, in effect, a "stop sale" order on any 2018 and 2019 on the lots. Toyota will be motivated to find a fix.

from the acknowledgement letter:

Please be reminded that under 49 U.S.C. § 30112(a)(3), it is illegal for a manufacturer, to sell, offer for sale, import, or introduce or deliver into interstate commerce, a motor vehicle or item of motor vehicle equipment that contains a safety defect once the manufacturer has notified NHTSA about that safety defect. This prohibition does not apply once the motor vehicle or motor vehicle equipment has been remedied according to the manufacturer's instructions.

I don't think the NHTSA is officially notified until the recall is issued. Right now it's just a warning/ PSA that one is coming and to alert the public... so technically they should be able to sell them up until the point they issue the safety recall and have parts on hand at the dealers...
however, if this is not the case, then this is a good negotiating tool to get a better price on a 2020 ("Well, I want the 2018 or 2019, but you can't legally sell it to me".... so what are you gonna do on the 2020 for me?)...

Nope. The stop sale is in effect as soon as NHTSA is notified of the safety defect (see the paragraph in my post above). In addition, the first paragraph of the NHTSA letter to Toyota (PDF) states:

This letter serves to acknowledge Toyota Motor Engineering & Manufacturing's notification to the National Highway Traffic Safety Administration (NHTSA) of a safety recall which will be conducted pursuant to Federal law for the product(s) listed below.

Yes, if the dealership has a 2019, you should certainly be able to negotiate a better price on the 2020. You may also be able to negotiate a better interest rate.

I wonder if the 2020's have a different pump or if Toyota is just trying to keep cars available for sale.

Of note is that loaners are authorized up to 60 days, so I suspect that "the fix is in".

Ive heard about the fuel pump recall. i have 2018 premium i bought in February 2018 is my vehicle included in the recall?

The subject vehicles are equipped with a fuel pump which may stop operating. If this were to occur, warning lights and messages may be displayed on the instrument panel, and the engine may run rough. This can result in a vehicle stall, and the vehicle may be unable to be restarted. If a vehicle stall occurs while driving at higher speeds, this could increase the risk of a crash.

For all involved vehicles, Toyota and Lexus dealers will replace the involved fuel pump with an improved one at no cost to customers.

Owners of vehicles currently included in the recall, that were not included in the original recall population on January 13, 2020, will be notified by early May.

When I lookup my 2014 GX460 on the Toyota site I get this, will have to wait for notice.
