It seems the blower fan for the front seats will not turn off even when you turn the fan controls to 0. If I push the minus to go to 0 then bounces right back to 1. It's out of Auto and the defrost isn't on. I've tried everything, turning the A/C off, recirc, raising/lowering the temperature, etc. The rear seat fan goes off, just not the front.

Adding further, is air coming out of the vents while driving? In my trucks, at highway speed I'll still get a bit of air movement out of the vent unless the HVAC is in Recirculate mode.

The air blows out when the vehicle is stopped also. The blower speed will not go to zero. I touch the button to turn thy blower speed to zero and it will go to to zero then immediately back to one.

If the climate concierge is "on", control of the seat ventilators is automatic.

The seat heater/ventilator can be controlled manually using the switches on the control panel.

The driver's seat control switch is shown below between switches identified as "B" and "C".
