Default GS450h not starting. P2519 Code

When I got this car about a month ago, it had the check hybrid battery light, but still started and drove.

I just finished installing a new hybrid battery from Nexcell and put everything back together.

Now when I press start one time to Accessories, the center console lights up and I can adjust the radio etc. But the drivers dash panel is dark. This could be normal but for some reason I noted this down. When pressing the second time, the dash and all the lights light up. Still have check hybrid battery warning. However, I noticed there are no instructions to tell me to "press the brakes" and press start. When I press on the brakes, I see the start button light go green, but the car just turns to off when I press start.

Dr Prius app shows all battery modules are ~16.4V and within 0.05V from each other. The "12V battery" says 11.6V.

I confirmed the 12V battery is good at the local hardware store yesterday, however, it was low on charge. I charged it up and this morning it showed 12.8V unplugged. As we speak, the battery is hooked up to the car and reading 12.13V.
CODES:

Cleared all codes and now P2519 code shows up - AC request A - circuit malfunction.

So it looks like it is not referring to the air conditioning, but the cooling of the hybrid battery?

I have the hybrid fan connected, but it is not attached to the battery/ducting itself at this time.
The only thing I can think of is because the nexcell batteries are designed to work the with prius temperature sensor clips, I ended up clipping my temperature sensors to the "Top side" of the hybrid battery, and not the "bottom side" of the battery like that in the stock NiMh battery. Although, I can't think of why this would make a difference and not allow the car to start?

I'm charging the 12V battery more at this time to see if it makes a different.

Buy a used dc/dc converter for $65 and replace it. Before you spend hours checking the harness or other parts. I hope it will fix the issue.

In addition to the P2519.

Do you have think it is just coincidence that it doesn't work anymore with the new battery?

For the part you mentioned, isn't that for the suspension system? Do you know which part G9270-30020 is? Another post mention this part which seems to be situated inside the hybrid battery controller unit.

Now that you got also the P0A10 code the chances are higher that it is still the DC to DC converter. The $65 part is probably not the right Dc/Dc converter as it is for the suspension. I was searched too fast based on name. It appears that the part you identified in the HV battery selling at $200 is the one you need to replace. Still I would replace it before I spend more time researching.

However, if you want to be sure you can subscribe to TIS to get the repair manual and follow the test flowchart for these codes. Last time I used it paid $25 for 2 days. You can download as many pdf you want.

I would bet is a coincidence just because Lithium batteries have been installed without this issue. Actually, maybe this defective part was the reason the previous HV battery was damaged.

Thanks for the help. All working now.

Reassembled and checked all connections. Placed temperature sensors onto bottom of the batteries like OEM. The nexcell batteries has a slot for the oem clips.

No more codes and no more check hybrid light.
