24 RX350h Hybrid Battery Charge Level

I've had the RX for a week now and noticed that the Hybrid Traction battery never fully charges from either long highway or city driving. Usually enabling EV mode button will respond with a message that battery level is too low for EV. Is this normal ?

They probably chose to not fully charge the traction battery for increased battery life. Fully charging or discharging the battery is very hard on it.

A hybrid battery needs to be able to accept charge from regenerative braking or provide power for acceleration, so it will average out to be around 50% charge. You will probably only ever fully change it on long downhill runs.
Even the plug-in hybrid RX450h+ partially discharges its battery when fully charged in Hybrid Mode, so that it can accept charge from regenerative braking.
