I have 19's and lowered the car only 1 inch in the front and back and there is no rubbing at all. And my car actually rides better too!
And yes you can smoke your tail lights without worrying about being pulled over, I had mine smoked and it cost $145 dollars. You can also have a tint shop just put covers on if you want or you can get the film on ebay and do it yourself.

I got some taillight smoking film from eBay and it looks like ******, the color didn't matched the paint, it was horrible, I took them down.
Can you post a pic of your smoked taillight ?
