Default 06 vs 07 vs 08

What are the major difference between these years?
Were there any improvements for the newer ones?
Why is the MPG going down each year?
When can I expect 09 to come out?

I saw the 2008 when I got my Pre-owned 2006 the 2008 has a bluish colour on the rear symbol and front grill emblem. I vaguely remember the door sill may be a blue light also. The gas milage went down on all vehicles due to different testing method they use. They claim it is more in line with real world driveing.
IMHO that is bunk My Prius got the claimed 50 MPG highway and >60 MPG city. EPA was 50 highway 60 city. My 2006 RX400h is 31 city I get more highway 27 and I get around 27 granted if it is cooler out it is a little lower.

it's my first to buy a Lexus
what would be the best price for an '06 with everything and with 20k+ mileage? also, an '08 with everything?
In addition, is there any tips or advice that I might need to know?

When I got my 2006 in July of 2007 it was 23 months 15,500 miles fully loaded Mark Lev. ,navigation etc. etc. the price was $40,000 New it was $51,000 I also have Michellin tires whatever you do refuse those Good (BAD) Year tires.

I too have been looking for a used '07. Did the '07 with Nav ever get sold with the ML stereo? The ML stereo seems to be hit or mis with the RX.

I'm seeing the price range from around 39.5K to 44.5K with mileage from 12 to 40K miles. All in FL area.
