Where did my 2 gallon go to ??

With a lot of talks about how many miles you can go after the fuel light has gone on lately. I know I usually can go about 50-60 miles after that. I also consider the fact that even after I fuel back up, it only shows about 15.7gals of fuel+whatever is left in the tank. This is where it gets screwy aren't the RX
suppose to have 19 gallon tanks ?
So last night as I head to my dad's place in central valley, CA. My RX already had the fuel light on for about 30 miles so I figure, well at 60 miles I still have more to go so I shouldn't worry for a while and I was so wrong......I went a total of 75 miles after fuel light came on and to the point that I'm coasting on pure momentum( yes the RX would not go faster even if I press on the gas pedal ), hybrid battery is down to 1 bar and warning light came on too.
When I got to the gas station which fortunately is very close and fuel the car up, the total is only 17 gallons of premium fuel. So where on earth is the other 2 gallons ? Do I have that much air inside my tank ?
Consider the situation
1) It was 12am when I fuel up the car, outside temp is about 50 F
2) I only fuel up til the auto fuel lever clicked and stopped, I did not top off
3) This is the first time I've let the fuel ran this low, usually I fill up with reserve of 1.5 gallon left.
4) All warning lights were gone, traction battery is charge back to green status after refueling.
5) My RX was fully loaded with luggage because it was for a long weekend so there is added weight.
Can anyone explain to me where did my 2 gallon of tank space had gone to ?

The extra capacity was not there. The 2010 RX 450h, for example, only has a 17.2 gallon tank and as noted by okc329 the 2008 RX 400h was the same. I confirmed these numbers on the Lexus web site.
