No it's not, they just claim it is. Find me a Car and Driver or Road and Track test which has a faster 0-60 time for the GS450H than one from the same magazine for the GS460. If you can't find it, then the GS450h is no faster.
All tests I have read show both at 5.5 seconds.

IMO they are pretty much tit for tat and pretty even from a standstill, I feel the 450h has more passing power.

I think they dont want to waste money putting the 4.6 in the GS seeing as how some new form will make its way into the LS.
They cant make the GS have a more advanced 4.6 than the LS so they are going to wait for the new LS to come out before rolling the v8 into the GS

^^ that actually kinda make sense, but we have to wait and see. Personally, I think they need to put the 5.0 V8 into the next generation LS instead of the 4.6 ......

Since nobody that has lions actually managed to get trunk bigger than 10cuft I think those claims about better packaging are bogus, since you probably have to cool them more than NiMH which then reduces the size.

I expect it to be 5-7% faster due to small optimization and weight reductions, plus 10% more economical than before.
Both are pretty good improvements. Now another thing is if you expect something more.
As to the LS, i fully expect next gen LS to have V6 or at least LS450h version.

another thing is - if they thought it was GS500, then they would call it GS500h, right? :-).

I think a LS400h V6 would be a good idea especially overseas
